答案是A。如果用POE可以排除BCD，因为只能用单数形式。

感觉是倒装了两次

at stake表示危险

should a significant number of these debts be repudiate

a significant number of these debts should be repudiate，貌似一个插入语的倒装

够变态的

那这两句和在一起是什么样？

should be 也不像虚拟语气！

感觉这里的should是情态动词

不是虚拟
