B中的“that takes" 答案中说是illogical的

我觉得实际上还是可以理解的啊，就是一个定语从句修饰nongovernment organization

还有一个问题，

using the participle creating not only violates parelleism but also cause misreading the participial phrase could modify the first part of the sentence(这里是指什么)

这里如果用现在分词的话，就会出现修饰不明的问题。正如og里面的官方解释所讲的：会导致误读：creating这个动作成了national academy...发出的了。但是在这道题里面的三个平行动作的逻辑主语是the nation。我是这样理解的。

意思上的差别. 文法上是可以的. 但是由原句的"to" 可得知句子的意思是creating a special nongovernment organization 是用来 to take charge of computer security planning. 有目的的意思. 改用that 修饰 special nongovernment organization 的话, 文法可以, 但句意不同. SC 还是句意为上

我理解的逻辑不通是这样的，这个组织nongovernment organization 是将来时态，还没有产生，而that takes从句用了现在时态，说明这个组织已经诞生并且在正常的运转，还没诞生怎么会有一般现在时出现呢？讨论！

该句，that 用来修饰没错，只是存在to do，当to do 和that do用来作定语的时候首选to do,因为 that do 容易引起歧义到底动作的发出者是谁．只有在没有to do 的时候把that do 作为最后的选择，解答完毕！

补充，所谓 that引起的歧义是：我们也可以理解为在修饰creating a special nongoverment organization这件事情，这个时候到底是修饰整个事还是organization每个人的意见都会不同的，所以一般选to do 比that do 好

为什么这题可以用to do修饰一个名词, 但是在这题就不可以:

11og-18. Computer are becoming faster, more powerful, and more reliable, and so too are modems, they are the

devices to allow two or more compuuters to share information over regular telephone lines.

OG说A选项中的to allow is not a appropriate way to modify the devices.

不是讨论18题的a对不对, 只是说这2题有什么不同吗, 一个可以用to do修饰一个就不可以...

不知理解对不对,og11题是说creat sth to达到某个目的,所以用to do,不是楼上说的用to do修饰名词,与18题的they are the devices to allow不同

大家一定要看原始的句意並且通讀整句, 才能決定是用to do好, 還是that do好.

og11-11 前半部意思是說National Academy urged要求nation去"to" revamp..., 去institute, and 去開設(to 省略)create 一個無政府組織"去"負責電腦安全規劃, 這裡的to create代表一種目的,未來即將要做的事情, 既然如此,修飾這個無政府組織的也應該是表一種(未來)要做的狀態to....(因為這個組織還沒成立阿～)若改成 that takes...會變成負責電腦安全規劃的無政府組織(表示已存在), 當然在這題所要表達的邏輯句意就不通了.

無政府組織去負責電腦安全規劃 vs.負責電腦安全規劃的無政府組織 --->聽起來是不是不一樣呢？

大家如果多看og幾遍會發現, ETS喜歡考表"目的"的時候,一定要用to.

這一題的句意跟上一題又不一樣,11og-18. Computer are becoming faster, more powerful, and more reliable, and so too are modems, they are the devices to allow ......

（畫線前）Computer are becoming...表一種正在進行的狀態, 不是表一種目的, 當然（畫線後）修飾device也要表一種"目前的狀況" devices that allow...念起來不是跟前面整句狀況比較一致嗎？

個人覺得現在的ets考的是邏輯, 所以通讀整句是必要的, 千萬不可取片面的詞來比較,

OG解释:
since the organization does not yet exist, that takes is illogical (因为前边有creat)

但如果答案中没有to do表"目的"的选项, 那么that takes... 修饰organization对吗?(觉得怪怪的)

或者要改成 "that can take charge of..." or " that will take charge of..."?

请问：正确答案E中的 ...,and creat an orgnization to take charge..., 中 to take charge是做定语修饰orgnization还是做目的状语？

我觉得前面的讨论时把这两种情况混起来了，最好先明确一下。

想来想去to take charge of...应该是做目的状语，而非定语，首先to do句式一般都表目的，起码ETS考察点里它出现的意义都体现在目的上，其次前面的premise就指出了基于warning....一大堆，那么后面的阐述必然是围绕着解决这个问题而产生的，即解决方案的目的是消除前面的问题。
个人理解，欢迎拍砖~~~~

个人认为这个句子应该从整体的逻辑来把握，"the national Academy of science has urged nation' 做三件事， revamp computer security procedures, institute new emergency response teams, creat a special nongovernment organization.最后的并列事件用and,这些做法的目的是 to take charge of computer security planning.所以说不会将最后的部分看做定语

to do 表示目的，ETS喜欢这么用，that takes表现现在存在的状态，但是那个organization 还没有建立了，用一般现在时态莫名其妙
