A的错误是由于IT不能指代这个多变的PROPORTION，那如果我把IT改为THAT可否？？

这里要有代词也得指代costs，不是proportion。

then it was what?? 只可能是proportion(内容跟It一样),多此一举

but the sentence below is different, maybe you can get what I mean by comparing these two sentences.

the state’s economy far more diversified than it was ten years ago

it was what?? diversified
