Answer A.

I think it should be "aiming ... ". Or can we say "aim a policy at decreasing..."?

a policy aimed at ....其实是which is aimed at省去了which is.
longman说：
1.aim to do something ：We aim to finish by Friday.
2.(be) aimed at doing something ： an initiative aimed at reducing road accidents.
3. aim something at somebody
---to say or do something that is intended for a particular person or group of people
a program that's aimed at teenagers
