Why E? You got to know what the choices mean first.
1. With "following", it means that "workweek" follows "declining". "Declining" happens before "workweek". It is just not what the sentence intends.
2. It emphasizes on the action "following". That is not the intent either.
3. "Following the declining" can not be right. "Following its gradual decrease to ..." would be good to me.
