楼主问了这个问题说明楼主没有看明白句子的意思
解释力写的很清楚了,这里句子的主干是 per-capita statistics shine an unfarily hush light on small towns. 其余的都是 modifiers.
然后解释力也说了 between cities of different sizes 其实就是 large and smaller cities
