为什么选D,will be和 could怎么能并列呢?

为什么E不可以

think后面的宾语从句要加that，而且语气太不确定，不能体现题意

楼主贴出来的题目有点问题，更正一下：

1. A majority of the international journalists surveyed view nuclear power stations as unsafe at present but that they will, or could, be made sufficiently safe in the future.

(A) that they will, or could,

(B) that they would, or could,

(D) think that they will be or could（D）

(E) think the power stations would or could

think后边加that从句，这样Ｄ就没问题了吧
