我也认为是E。 D的that的指代不清。如是指speeds似乎该用those.

应该是D

an alliance would enable customers to receive Internet data over regular telephone lines at much higher speeds than that currently possible.

that 指代speed,并不一定要复数与复数比较, eg. Yesterday, i ate an apple much bigger than the apples i ate before

看E: an alliance enable customers to receive at higher speeds than are currently possible.
有are的话，就是比较alliance了
