Choice B offers the correct infinitive, to provide, but contains the faulty so as to. Choice D is best.

答案选对了，但是有几个问题想请NN帮忙解答一下

1. so as to ... = in order to ..., 它后面跟的不是句子, 在它后面部分的逻辑主语本来就在前面. 当然前后一至了.

2. so that ... = so + that 引导的从句, 没有要求过从句和主句的主语一致.

正如你指出, so that 有两重用法:

1) 相当于in order that, 即你所说的表目的. 如: I stopped so that you could catch up.

2) 相当于with the result or consquence that, 即你所说的表结果.

至于是表目的还是表结果,没有助动词,几乎一定表结果. 但有助动词时, 要根据句子意思来决定.助动词或情态动词不是判断的依据.例如:

I was just careless so that you could win this time. (我不过是大意了, 所以这次你才能赢的.)

需要提一提的是,解题分析里说 in order that they 的用法 imprecise and unidiomatic, 这么说是不正确的. C的错误在于they后面没有can没法表目的.如果这个选项是in order that they can, 那就完全正确了.

还要补充的是, 在现代口语及不是非常正规的书面文体中, so that  经常被 so 替代. 我没做过GMAT的题,不知道GMAT中的规律, 大家自己注意.

They 是指代employers  还是workers , 有歧意吧？？

如果根据逻辑，那么care for sich or new born children的主语应该是workers

但是如果按照这个句子来看，主语应该是谁？有的认为是employers，可是如果按照逻辑主语为句子主语来看，应该是congress吧.

这里的requiring。。。是bill的修饰成份吧。那动作的发出者似乎又变成a bill?
