The 2 worst things scientists worried about is globle warming and acidfication.
The restriction or the law is needed to protect the water. Waste less,pollute less,and protect more. But there is still not a marine law for many reasons.

basically the article is claim about the human crime on environmental pollution. the prime task is how to save the ocean environment. If human was the not on this plante there will be more spices in ocean than we though. and than the article present a picture of how human harm ocean environment. over fishing is the prime serious problem for that. however a scientist from canada told us another aspect of the pollution--the acid. the increasingly growing acid percentage in ocean will make many spices extinct. and also the pieces related to ocean like birds are highly dangerous too.
