虽然答案是D，我也觉得选D更好，可是我感觉D好像也有点问题啊。D说今年所焚烧的垃圾，每车垃圾产生的灰烬不比去年多，但它并没总的不能循环的垃圾数量的多少，假如说 要焚烧的垃圾量比去年多，虽然每车的灰烬量少，但不能保证总的灰烬量少啊。

这个到底是怎么理解呢？我也不知道我理解对了没？

我认为循环垃圾是不需要焚烧的吧，循环的么，像纸啊，玻璃啊什么不是可以再做成新产品么。它题目的意思是通过垃圾分类，从而使得焚烧垃圾的总数量减半。之后又说垃圾车的数量减半，那自然每辆车的不能增加

我感觉这题的题目主要是在说垃圾的灰烬吧，想尽量减轻垃圾灰烬。题目说通过把每车垃圾容量（truckloads）减半来控制垃圾灰烬。只有D选项里面提到了垃圾的灰烬并且同时提到了truckloads，所以D答案最好。

但是题目没说车数量的减少，说的是the number of truckloads of refuse.是说垃圾量，而不是垃圾车的数量。。
题目说要垃圾灰减小到一半，先让垃圾数量减少到一半。
所需的前提是每车的垃圾灰不会不以前多。
