notice that we have two modifiers that modify "construction":
between 1876 and 1904
of three separate sewer systems, "to serve metropolitan boston" should be attached to SEWER SYSTEMS.

It is good to keep in mind that a comparison is marked by a comparator such as compared to or more than, less than etc. we have to exploit this handy tool. Here the real comparison is between percentages i.e. 43 percent today with 35 percent a decade ago.
