8. Claim: Inany field—business, politics, education, government—those in power should stepdown after five years. Reason: Thesurest path to success for any enterprise is revitalization through newleadership. Shouldofficeholders be able to stay in office as long as they can gain the vote ofthe majority, or should they be subject to term limits, preventing them fromserving beyond certain amount of time? Theissue reflects people’s concern that a person or a group who have too muchinfluence for too long may abuse the right and use the power for the good of afew people rather than being fair to all. This may stuck the path to successfor there is no revitalization through leadership. It’snot wrong that setting term limits will encourage the development of the new leadership;nevertheless, we have no reason to deny the effect of long term leadership insome fields for their abundant experience at the same time. Themain purpose of term limit is to refresh the organization, to bring in newideas. So people want to provide opportunities for the young, active members toreinforce and revitalize the organizations. All organizations have a problemwith the infusion of the new leadership. This applies to business, government, academia,military and labor unions. It’s important to have experienced people inposition of responsibilities, but it is essential that youngpeople are introduced to the challenges of leadership and the technique of thegovernance. After all they are our future. This is not an effort to get oldermembers step down, because we still need their experience. Meanwhile,the tenure has been the key guarantor for academia freedom. The assumption thatin order for academic freedom to be protected, a structure is needed thatensured that neither the internal and external inference could influence thework of ideas so that they are able to feel free to speak, write and criticizewithout inference. Ofcourse, when I emphasize the importance of term limit, I never want to deny orbelittle the significance of long term leadership. For some fields, such as in familybusiness, some organizations with small scale, executive directors and topleaders will be in position for decades. So they are called ‘growth leader’ wholaid the foundation of the group. For one thing, they spend much of their time;some of even whole life, cultivating relationships, if a leader leaves,administrative skills and wisdom are also gone. What’smore, one five-year of leadership may be too short for a person to realize hisambition. Taking leadership in a company as example, the new leader may have tospend one year knowing the condition, and some time making a specific plan. If thetime is excluded when he in the last state of tenure, during which most peoplemay not be so energetic to manage the company, the rest time is too short to executea good plan. How can he manage the company well? To betterbalance the relationship between tenure and revitalization, we should see themwisely, not too partially. In the field which experience matters more, we canlet the tenure longer, to let the leader have enough time to realize his plan. Whilein the field which new idea plays an important role, we should limit the tenureharder, to provide more chance for the young people. |
