5. The following appeared in a letter to the editor of the Balmer Island Gazette.
"On Balmer Island, where mopeds serve as a popular form of transportation, the population increases to 100,000 during the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by the island's moped rental companies from 50 per day to 25 per day during the summer season. By limiting the number of rentals, the town council will attain the 50 percent annual reduction in moped accidents that was achieved last year on the neighboring island of Seaville, when Seaville's town council enforced similar limits on moped rentals."
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.
My response:
Above the memo, the author claims that the strategy which in order to reduce the moped accident in Balmer, the town council tried to decrease the number of moped which used, and eventually the moped accident less happened than in the neighboring island, Seaville. From my point of view, the conclusion which stated by author, is not persuasive and there is little evidence to support the moped accident reduction. Moreover, the author seems fails to consider other possibilities which might be caused. However, the assertion which stated by author suffered several fallacy for the following.
First of all, merely the decreasing the number of mopeds in Balmor, we cannot justify the accident really been reduced. The author falsely assumed that increasing the number of moped accidents are related to the mopeds numbers. That’s not convincing and there little evidence to explain the author’s opinion. The author failed to provide much more evidence to defend his point. There may remain other possible reasons which might be responsible for the moped accident in Balmore. That is may happen that some moped owners who less experienced or little known about the driving. Or that is possible that there is less strict about the driving in that area. Thus, make reduce the moped numbers, which may not effective to decrease the moped accident in Balmore. That’s less evidence to support the author assertion.
On the other hand, the author seems fails to provide the geographic features of two different areas, Balmore and Seaville, and there is little information about the Seaville. Without any specific information about Seaville, such as geographic location, population density and road condition for example, we are not able to compare the moped accident between Balmore and Seaville. Because of Less information about Seaville, it makes the author’s point more suspicious. Perhaps there other possible factors which cause the accident that might be different from the Seaville. Or due to the different geological location, the moped accident may be more common seen in Balmore than Seaville. Or highly population density, which may be the reason for moped accident frequently happen in Balmore. However, above the possible reason may give a possible explanation for the moped reduction in Balmore. Thus, the assertion which stated by author, it is still not convincing to explain the moped accident in Balmore.
Form what have been discussed above, the assertion which stated by author, it would be more suspicious unless there more specific information and evidence to support that. Merely depending on the reducing the numbers of moped in Balmore, and there absent any information about the Seaville, the author assertion can’t explain the measures which taken by town council in Balmore is effective.
