D中，Fisrt...,then....连成一句句子，之后的the federal immigration就没有连词和前面相连，这样就是逗号连接两个句子，为什么就能选这个选项呢。谢谢各位大师指点！

过去分词作状语修饰the federal immigration,不需要连词。
选他因为没有改变原句重心，即processing nearly three quarters of all immigrants entering the United States in the first quarter of the twentieth century，同时修正了原句中的缺谓语错误。
