my explaination:  a)there is two "it is ...that " constructions,they are perfectly parallel.

                  b)it takes a wrong tense in "under her command it had won ",the "had" probablly makes a mistake.

                  c)'having won' is a apparent error.

                  d)'The Washington Post' is the subject of this sentence, but it has no predicate.
