OA is A, but why there is no "that" between "say" and "government is ...."?
B: is this expression right? main clause, but xxing?

All the other choices are wrong, needless to say.

It seems that "..., but xxing" is incorrect, according to OG...

But I am still not sure whether "that" can be omitted here.

but + verb-ing is not always wrong.
B is wrong because "but supporting" should be "but support".
they denounce big government but supporting at the same time...
supporting isn't parallel with denounce.
I don't know whether the "that" in A can be omitted.  But I just memorized it because I can't find an explanation and GMAC "says" so.

Could the modification of C below make it correct?

Is the position of "at the same time" ok to be behind "they support"?

正在看这道题，谈谈我的想法：
#1 如大家所说，CE中saying从句中的it多余，错误
#2 manhattan SC 5th中concision一章中有提到reporting verb，绝大部分之后都要加that，唯独say是例外，其后可以不加that直接跟从句
#3 最后，我认为是最快的判断方法，即抓住句子主干（感觉这道题更多是在考句子的完整性）
主句一定要是完整的句子，而从句主句如果和主句一样的话，可以省略，而此题中有两个连词：while和but
while之后为从句，SUB可以省略，但主句不可以；but连接两个并列句，两个都是主句都不能省SUB
这样就可以排除BDE了，至于C，如大家所说：run-onsentence
所以只有A了，while之后为分句，省略了SUB，但主句主语they是存在的~
