If I am not wrong, "which means" has to be followed by a complete sentence.

"that screen out ..." is only a clause.

Hence, D is correct and B is still wrong even if you change it your way.

佷多时候,which means 与that is, 意思相同,但是which means 须跟that 宾与从句，而在这个句字中，　所跟that 为一主与从句的引导次，that ....are unlawful. 因此，如要用which means, should be this way:
