提供观点:
1.    对事故的反映时间诚然是评价服务质量的一个因素但并不是唯一的因素.所以仅仅因为东区的商业救护班的反映时间短就认定商业救护办的服务更好是gratuitous的.
2.    就算东区的商业班的服务质量更好也并不意味着,西区用商业班就会有一样的成效.因为东西区的情况是不同的.很可能西区的志愿者更有服务,献身意识.

A: 没看出来选什么?不是infer题目嘛,怎么答案感觉像是assumption?

我觉得文章内容是以家庭为单位,跟家庭里有多少人口无关。而且解析也说,不一定大型家庭购买力就大

B.Rural households have lower food and housing costs than do either urban or suburban households.
我觉得这句是对since后原因句的同义改写
some of the income urban and suburban households use for food and shelter can be used by rural households for other needs农村家庭把城镇家庭用于food 和shelter的收入用于其他方面= Rural households have lower food and housing costs than do either urban or suburban households.农村家庭在food and housing costs上的花费比城镇家庭低

C.Suburban households generally have more purchasing power than do either rural or urban households.
与原文相反

D.The median income of urban and suburban households is generally higher than that of rural households.
median income 不在范围内

E.All three types of households spend more of their income on housing than on all other purchases combined.
农村家庭和城镇家庭在housing上的花费大于所以其他方面花费的总和,这里我觉得和原文矛盾,如果housing上花费最大,原文却说农村家庭把城镇家庭用于food 和shelter的收入用于其他方面如果城镇农村均收入,就矛盾了。。
解析说the relative amounts spent on different types of expenditures are not specified for any of the categories of households

我也是觉得像assumption
记得老师说 从原文推到选项 是inference
从选项推到原文  是strengthen/assumption
好像在这个题里 用这个方法看不出来
