我是今天中午考的,碰到这个issue不知道怎么写。

AI:
To preserve national security,政府有权利kept secret if they wish
我现在回忆起来觉得题目理解有问题——
一种是国家是不是应该为了preserve national security 而keep any information they wish。还有一种理解是,是不是对于国家安全方面的information,政府有权保密?

谁能找到原题吗

重新回忆了一下题目——
To preserve national security,the government are authorized to keep any secret information if they wish
到底是focus在国家安全信息上呢?还是focus在国家借安全之名,keep其他任意information

看issue范文的时候,觉得好像只要是跟题目有关联,自己能扯圆就可以,不一定要focus在题目某点。

这道题好像没原题。

这是俺思路,供批判讨论:

总: 这个问题是关于国家安全与公民的知情权。要case-by-case的分析。

论一:有时候保密是必须的。 特别是在负面情况不确定的时候,这个时候保密可以防止公众恐慌。 但一旦情况确实,就应该确保公众知情权。 比如这次h1n1

论二:必须要承认,如何界定国家安全以实施保密是难以确定的。 所以,更需要监督来确定政府不会以国家安全的名义滥用保密权力,从而损坏公民的知情权。同时,政府也是需要学习如何掌握这个fine line. 比如说中国在非典的时候隐瞒实情,造成后来的恐慌和病情扩散,在这次h1n1就比上次信息透明很多。


总结:这个是个case-by-case的问题,但总的来说在不损害国家安全的情况下,政府应该赋予公民充分的知情权,这样才能最大可能的保证政府决策和行为的公平公正。

Should the government keep closed of information as long as they wish? According to the author, the government can be authorized to keep the information secret if they wish. From my point of view, the government have to keep some information secret under certain circumstances; however, the secret information are also need to be disclosed to the citizens as the same as the normal one, but not kept to catering government’s wish.

Firstly, the disclosure of information will help and enhance the openness of government, therefore, the supervision of citizen will improve the performance of the government. In a democratic nation, its government is deemed respectful and effective only if they can bravely and timely show out the information to the public. Consequently, the government could hear many social feed backs that will enhance their governing abilities. For example, in China, local or national government will hold a public meeting to invite all different attendees from different societies, when they are planning adjust the pricing of some public related product, like electricity and water. The people all welcome such activities of governments and appraise their transparency, at the same time, they will propose suggestions from their perspectives.

Secondly, the government also will benefit from sharing the information. After disclosing the information to the public, all social resources can learn the operation of government, therefore, they could contribute their effort to suggest the improvement and to criticize the drawbacks.

Last but not least, some secret information have to be kept away from public if they are dangerous when disclosed to citizens and to enemies. For example, when the government decided to build up some military facilities in local, they have to initiate the construction first, and partly disclose to the local people when time is appropriate. Conversely, if the information of project disclosed to public before the start, the enemy will definitely come to obstruct the buildings. However, it does not mean that the government can keep the information secret as they wish.

In conclusion, it is undoubted that the government need to keep some information secret. Nevertheless, the sharing and open of information will benefit the government themselves and improver their capabilities. In the final analysis, the information cannot be disclosed to the public as long as the government want to keep secret.
