Choice C presents a dangling adverbial modifier, as if during ..., that illogically modifies we see.

然后继续问：OG凭什么这么肯定就是修饰wee see。完全有可能修饰they are嘛…………

这个可能是存在的，我认为首先C省略主谓语，那么as if后的状语修饰什么有歧义，可能造成你理解的21楼意见（因为逻辑上是they are /were更合理），但语法就近理解的话应该修饰we see，而如果这样就改变原文意义了。还有as if本身表示好像，结合句义理解用as if不恰当。

个人理解SC每题都有不少考点，答案不止一个错误，但OG常挑个最保险的理由说

比如As I said earlier, this research has just started. 主句的意思和描述, 就是as从句所描述的.

I also think that as的意思should be "就像", not "when" as explained in OG.
