D Speaking habitually of the ''truly needy'' is to instill the gradual notion
E Speaking habitually of the ''truly needy'' is instilling the gradual notion

答案选C。没有头绪啊~~

开始我错选A了，用be to排除的（GMAT不接受be to do）。

选C应该是因为平行，主系表结构中，主语和表语要平行，这句话就是TO do is TO do.

恩~同意Aloha的看法这里是主语和表语的平行结构

另外，这样的句子用to be开头比用doing开头要更好些，doing会有一种持续不断的时间状态在里面
