failure of our exports to increase与failure to increase our exports意思似乎是一样的，但是仔细理解就觉得不一样。failure of our exports to increase中的increase的逻辑主语就是our exports，our exports to increase都是修饰failure，而且和前面的removal of。。。对应；failure to increase our exports中failure是名词，后面直接加to没见过，而且worried  about the failure to increase our exports，increase的逻辑主语改变了。

谢谢iamwwh的提醒. 我查了一下, failure of exports to increase果然不定式to increase的逻辑主语exports是用of引出.

另外, failure to do是可行的. 这里是不定式修饰名词.例如:

1.The failure to harness the power of self-interest is an important reason that state-owned industries perform poorly.

to increase的逻辑主语应该是failure。仔细推敲原句。

注意，如果翻译成中文，很可能看不出区别，在原句中比较。
