比较后的补出问题，我研究了很久，说些我的看法。

首先强调一点，在as....,than...结构之后补出的永远只能补出助动词或者be动词。看到任何的have或者had,都理解成助动词，而不是有的意思。如果表示有的含义，必须用do,did,done代替。

这道题，你的补出could是完全可以的，语法上没问题。但是意思和D的含义不一样。

补出could接变成了，could have和could （have）比较，意思是。两者都可能有重要意义，是可能有与可能有进行比较 . 而 guiding principles of the tax plan可能的意义要比the particulars of the plan可能有的意义大。

而补出do，实质是could have和have的比较，这里do指代have. 意思是guiding principles of the tax plan可能有的意义比现在在
the particulars of the plan实际有的意义大。

其实这道题按照你的补出方式也是可选的，因为原文没有说明是以上那一种情况。

所以ETS没有把，这个你的补出方式放上去。
