答案是E,但是最后的will be allowed...的主语是什么? 是farmers嘛? 但是farmers和grain之间怎么没有空格或者没有连接词?

怎么觉得楼上说的有问题。如果是farmers who+定从，who没法省。再说grain farmers在这里逻辑上没有任何修饰关系，原句intended meaning是restrictions on the amount of grain, not the amount of grain farmers

两个名词放一起，没有修饰关系，要么就是同位语，但这里明显不是。

感觉是定语从句省略了引导词that，不过不是修饰farmers，是修grains

（e）to establish tighter restrictions on the amount of grain that farmers will be allowed to grow and encourage

定从引导词在从句中做宾语，可省略。

同意3楼的说法，amount修饰不可数名词（grain），所以可以看出来amount of grain后面省略了that，不可能是amount of grain farmers。

   整个句子的结构是 members try to establish ........ and to encourage.......

                                       farmers are allowed to grow 是grain 的定语从句，因为grain是grow 的宾语，可以省略that.
