第一题的but是连词，和第二题的and作用一样。

第二题的and联接began和was completed。

建议你查一下连词的用法。

连词是连接两个句子的，一个句子中不能出现两个动词，否则就要用连词来连接。看此题Mauritius was a British colony for almost 200 years, but except in the domains of administration and teaching, the English language was never really spoken on the island.

此句中有两句话，Mauritius was a British colony for almost 200 years与 the English language was never really spoken on the island，如果去掉BUT，两句话没有了连词就是错误的。不过也有特例，就是独立主格问题。建议你去买一本语法书在手边，这类问题在GMAT语法中是挺常见的。
