第1段：美国由于交通事故造成的伤亡率极高，这些交通事故很大部分和醉酒驾驶有关系。
第2段：有很多方法可以缓解。其中有人建议加重酒的赋税，但是这个方法无差别影响了所有饮酒者。
第3段：对酒驾定罪也是一种方法，但是酒驾的人还是很多。这个方法在英国尝试过，效果不长久。
第4段：康复治疗的方法也没有明显的效果。但是还是得不断尝试。

P4: Not sure if penalties or taxation will deter DUI. Therapy doesn’t help to reduced the DUI accidents. Same as rehab.
