为了减少美国对华贸易逆差，有一个新方案：放开对华出口限制。这个提议来自中国，值得警惕。这个想法得到了美国贸易委员会的支持，尤其是航空软件和芯片领域。这些都可用于军事目的。但是中国的私域和政府相互交错，水很深。而后者对美国的政策常常令人难以预料。

为了推进与中国的安全贸易，美国拉了个单子，列出了可以贸易的高科技公司。这个单子取代旧的制度，旧的制度里，出口审批很费时间。据推测，新的制度更为严格，保证中国企业把进口的产品只用于商业用途。问题是，这些产品都是即可又可。中国太大，公司和政府代理部门之间的瓜葛很深，难以控制。

另外一个考量是IP：美国政府出台IP指南，警告，但是在美国公司打侵权官司的时候，政府并不直接参与。20%的美国产品在中国遭遇仿制。且仿造者没有受到任何惩罚。此外，中央政府的承诺是一回事，地方政府怎么搞又是另一回事。腐败，保护主义，冷漠等等，和中央政府的承诺不一致。
