appears that it has 很弱，且动词形式不正确

我明白a选项不定式是正确的，就是不太明白c选项appears that it has为什么动词形势不对。那对的应该是什么样的？感觉现实重听到过appears that it has made

it appears that有这样的用法
但something + appear    appear是不及物动词
