关于with做后置定语使用

The diet of the ordinary Greek in classical times was largely vegetarian ----- vegetables, fresh cheese, oatmeal, and meal cakes, with meat as a rarity.（修饰主语）
Visitors to the park have often looked up into the leafy canopy and seen monkeys sleeping on the branches, with arms and legs hanging like socks on a clothesline.（修饰宾语）

上面有两个例句，一个是with作后置定语修饰主语名词，一个是修饰宾语名词。但是在曼哈顿里面noun modifier不是应该遵循touch rule，只能就近修饰，所以with在做noun modifier时不是只能修饰前面的宾语吗？

我记得RON说就近原则的只有which吧，其他诸如that, v-ing都是根据逻辑关系判定修饰的是谁。
