(A)  that employers should retain all older workers



(B)  that all older workers be retained by employers



(C)  the retaining by employers of all older workers



(D)  employers' retention of all older workers


       (E)employers to retain all older workers


答案为E,我对答案没有任何异议。但是对句子中的propose 的用法有两点不明,希望大家帮忙。


第一个问题:我理解题目中的propose是“提出”的意思,也就是下面longman解释中的第2个意思:

How does he propose to deal with the situation?

We still don't know how the company proposes raising the money.


可是根据longman的例句和第二个意思的用法,propose后面怎么可以用requiring呢?


第二个问题:propose后面如果接doing 的话,都是propose doing sth. 。没有propose sth. doing的用法啊?题目中的用法该如何理解呢?

proposed legislation requiring


这里面requiring是修饰legislation的,而不是和propose构成什么结构;是典型的现在分词的用法,见刘振民《GMAT语法改错精解》P107“若是法令或权力的内容,可用现在分词短语来对该法令或权力进行限定,如the regulation banning smoking”
