say是为数不多的几个引导词后面可以省略that的。因为say直接加从句不会产生诸如think/command/order等等省略that的歧义

ps但这里是被动，我也说不准。别的不能选啊。

say后面可以不加that的。其它选项用排除法都可以删掉的
