以前的大全答案是A，现在OG12的答案是D，因为OG12说如果这个 agreement在说话时还有效，就是are allowed,如果已经没效，那就是were allowed,但是由于没有 were allowed,只能选D，肯定跟着OG12走对吧？

我觉得还是OG12最准确，毕竟人家是出卷子的人。

记住了，如果还有效就是are allowed,没效就是were allowed...也能说得通反正。
而且现在觉得那些曾被dump的数是已经定了的，已经被dump的东西怎么去reduce呢？所以还是OG12的对。

可是我觉得好奇怪啊。为什么不能用过完呢。OG说两种情况，一种是现在还在进行的就是are allowed，一种是不进行了就是were allowed。可是我的理解是他们减少了过去允许的，那个允许的动作逻辑意思应该发生在新政策的过去啊？？没有过去允许的基础，谈何1972这个时间点去减少呢？？？NN快来点化我。

我觉得LZ分析得对，had been allowed to dump发生并完成在reduced the amount of phosphates 之前，已经不能改变其结果了，否做造成逻辑错误。

读了好几遍，也看了大家的解释，然后好像突然懂了。这里面that引导的定语从句只是修饰phosphates的，而不是amount( amount of phosphates的中心词还是amount），而P是一直允许被排放的用are allowed，如果P是在写这个句子之前被禁止排放，用were allowed。这里都没谈到量（amount）的问题，认为A对的TX（包括我）一直理解成以前被允许排放的量，所以应该用had been allowed，但这里谈的是物质P。不知道我说明白没···
