redundant在两个地方
1：being在做modifier的时候，是完全可以省略的，例如：being tired from the party,  I fell asleep in less than one minute,这里的being是一个modiifer，完全可以不要的，同理本题里就是E选项
2：was the reason也是冗余的。 从句意上来看，逗号前部分是一整个modifier，在修饰后面的主句，主句在说 C refused to XXXXX，前半句从句意上来看是在说明refuse的原因，所以没必要再用was the reason了

PS: being 如果是在 动名词作主语，是不能省略的。楼主可以参照一下上一版OG的第100题，正确选项：E. Being heavily committed to a course of action, especially one that has worked well in the past, is likely to make an executive miss signs of incipient trouble or misinterpret them when they do appear.
