我觉得这题更明显的点在more than的固定搭配及其平行
A. more...RATHER than, the wealth of fossils...THEY, more likely THAT...rather than SETTLE
B. more likely THAT...than SETTLE
C. more...RATHER than, more likely TO...rather than SETTLE
E. more likely THAT...than TO

关于修饰，介词短语倾向于修饰距离较近的对象，个人认为甚至可以修饰likely。。。
当然修饰origin of birds不符合逻辑，因为鸟类的起源没有stage之分。

这确实更明显！当时做的时候短路了没看出来。。。

就是因为没发现more likely than这个点，所以错选了c。。。虽然选c的时候也犹豫了on the stage的修饰问题。
我觉得on the stage这个，本着修饰的就近原则，在C中是修饰the origin of birds，翻译过来就是“现在鸟的起源”，鸟的起源不是现在的问题。句子实际要表达的意思是“大量的化石现在看起来是更多引起对鸟的起源的争议，而没有解决这个问题”，当然这个翻译也不是很好，原句是要表达程度上的区别。on the stage是修饰seems，是“现在看起来怎样怎样”
