要注意，manhattan里也提到了GMATl里曾经出现这样的用法，也就是说在某些时候，这个用法是允许的

所以这个是effectiveness的问题，不是绝对错误的用法。

而这道题，A,B,C选项很明显的逻辑错误，the rates 不能用prevalent形容，只能是disease 做主语。

D选项 as ……as结构不完整，肯定也不对，所以E就是这里的最佳答案
