propose 一般不是都采用 propose to V 的用法吗？
那么propose to V 和 propose V-ing 有何不同呢？

我错了，还是应该是breakwater

不同意，应该是breakwater，of rocks只是breakwater的后置定语。后面的定语从句没必要修饰一个无关紧要的rocks。
参见新概念3册第一课，“a puma at large”。Pumas are large, cat-like animals which are found in America.

absorbing是做伴随状语么？ 如果是做伴随状语，那么他的主语应该是和主句的主语是一致的吧，可是主句的主语是the army corps of engineers ，absorbing的逻辑上的主语应该是breakwater吧，这样absorbing做伴随状语就讲不通了

从句也是句子，有严格的句子结构，doing修饰的不是整个句子的主语，是定语从句的主语-that，that指的是breakwater。这样能说的过去么？
还有一点。SVO，doing结构。doing不仅可以修饰主语、也可以修饰整个句子。
当然它不能修饰宾语，因为修饰宾语用定语从句，因为其就近修饰的特点，所以绝对的精确。
