以前的大全答案是A,现在OG12的答案是D,因为OG12说如果这个 agreement在说话时还有效,就是are allowed,如果已经没效,那就是were allowed,但是由于没有 were allowed,只能选D,肯定跟着OG12走对吧?
读了好几遍,也看了大家的解释,然后好像突然懂了。这里面that引导的定语从句只是修饰phosphates的,而不是amount( amount of phosphates的中心词还是amount),而P是一直允许被排放的用are allowed,如果P是在写这个句子之前被禁止排放,用were allowed。这里都没谈到量(amount)的问题,认为A对的TX(包括我)一直理解成以前被允许排放的量,所以应该用had been allowed,但这里谈的是物质P。不知道我说明白没···
