Th e tourists are visiting for the purpose of seeing
the rhinoceroses; purpose is expressed by using to,
not and. Since their could refer to either tourists or
rhinoceroses, animals’ horns is needed to avoid the
ludicrous suggestion that the visitors’ horns are
being trimmed. Th e verb following after should
be the present-perfect have been trimmed to refl ect
that the trimming must occur before the tourists
arrive.
这里once后面为什么要用现在完成时而不用一般现在时呢 因为前面用的是will一般将来时 这里应该用一般现在时就够了吧？

也只能理解成“强调trim在arrive之前发生” 做这道题看到C项用了现在完成时觉得没必要，就直接把C项pass了

问题在于题目一开始就用现在完成时强调了proposal已经存在的事实, 这和结尾也有相呼应的意思; 并且, 坛子里有前辈曾经说过, 在ACT接管GMAT后, 考察逻辑意义的倾向更加严重了, 这里也算是个典型吧, 这题从逻辑上用现在完成时要更加符合句子意思, 用一般现在时不能体现出句子要说的意思,即: 问题是在游客在犀牛(已经)除角以后是否还会继续....; 我想明显加上已经这两个字,句子意思要更加鲜明一点.
