首先不太理解为什么这个归属于相关因果模式推理
其次 herl的解释有一点儿不懂

前提中的变化关系是： “减排计划施行工人平均排污（危险的）减少”

结论中的因果关系是： “减排计划（因）导致工人平均排污（危险的）减少（果）”

可是题目中的原话是“the well-publicized goal of reducing by half the total yearly amount of hazardous waste generated by its passenger-jet division ”讲的是总量而不是平均量所以我就囧了~
