标题: 由一道OG上面的题引发的对过去完成时的思考
大家先看一道语法题，OG13-77
A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to dump
(B) reduced the phosphate amount that municipalities had been dumping
(C) reduces the phosphate amount municipalities have been allowed to dump
(D) reduced the amount of phosphates that municipalities are allowed to dump
(E) reduces the amount of phosphates allowed for dumping by municipalities

估计有童鞋和我一样在A、D之间纠结吧。这里就涉及到了过去完成时的使用，那么我们先来回顾一下过去完成时的用法：过去发生的两个动作，有明确的时间先后，用一般过去时和过去完成时加以区分。

那么怎么来表示两个动作发生的先后顺序呢？我觉得有两种方法：
1.time indicator
2.句子中有明显的动作顺序，注意这里的先后顺序必须是建立在平等地位上的，也就是不能是一个主句而另一个是从句。（2是1的补集哦）

下面大家可以看一些OG中使用到了完成时的例子

在来看着道题，可以从两个方面来看：
1.句子中没有time indicator，而且从句中只有一个动作就是allow to dump，所以不能用过去完成时
2.以前的标准时不能再被reduced的了，reduced必须是现在的标准（from beatthegmat）
所以由以上两点可以看出这里应该选D而不是A

个人觉得这句话主要还是看意思，至于我总结的那个方法，可能会不是很对，所以欢迎大家拍砖！

我不是很明白，怎么从 “没有time indicator可以推论出不能使用过去完成时”。

这句之所以不能用过去完成时应该是基于语义的选择，即过于已经发生的量不能被减少了。

Manh的论文上有这样一个句子可以对比：
A 1972 agreement between Canada and the United States fined the Canadians for the amount of phosphate that municipalities had dumped into the Great Lakes.

恩恩主要还是看意思，看来语言还是没有什么条条框框的~ 试图总结失败了。。。

还想问一下，过去完成时表示持续么？还有一定要对一般过去时那个动作有影响或者作用才行么？

过去完成时表达的主要是动作时间的对比吧，强调某个动作先于一个时间点或一个动作。

这和现在完成时不太一样。建议参考manh上时态的部分
