答案D.

这里的B,E中用了makes,是否是法律不管什么时候都可以用makes,还是B,E应该用made

同时,A B中用了hold ,这里到底是因为a citizen应该用holds错,还是这个hold根本应该是用held呢?

如果以上的动词都不用过去式,那是为什么呢

不是，这里的B和E的典型错误就是that的修饰有歧义的，会使人误认为是1933年代表着是什么。。而且B，E的错很多，E的due to不用于句首，不能保留being等等，B的with不表示原因，后面的inprisonment that的修饰错误等等。。。太多错误
