Environmental organizations want to preserve the land surrounding the Wilgrinn Wilderness Area from residential development.  They plan to do this by purchasing that land from the farmers who own it.  That plan is ill-conceived:  if the farmers did sell their land, they would sell it to the highest bidder, and developers would outbid any other bidders.  On the other hand, these farmers will never actually sell any of the land, provided that farming it remains viable.  But farming will not remain viable if the farms are left unmodernized, and most of the farmers lack the financial resources modernization requires.  And that is exactly why a more sensible preservation strategy would be to assist the farmers to modernize their farms to the extent needed to maintain viability.

I don't think this passage is to deny the government's goal, but to make some analysis of how to achieve the goal finally, even if making some changes of the practical strategy that may at last realize it.

A: The goal is to preserve the land. The strategy is to purchase lands from farmers. It was the strategy, not the goal, that was considered ill-conceived. Therefore, A is wrong.

The first present a goal – correct.

strategies for achieving which (goal) are being evaluated in the argument – correct.

the second is a judgment providing a basis for the argument’s advocacy of a particular strategy. – correct. Here, the particular strategy is assisting the farmers to modernize their farms. This strategy is based on the second boldface that farmers will not sell their land.

E is not correct.

The first presents a goal that the argument endorses. This part is OK.

the second presents a situation that the argument contends must be changed if that goal is to be met in the foreseeable future. This part is wrong. The argument was advocating the strategy to help farmers to retain their land, not to give up their land.

二狼兄. Do you see the difference?

The goal is to preserve the land. The plan is to purchase lands from farmers. So the first part of E is correct. But the second part is wrong.

终于搞懂了,作者是支持these farmers will never actually sell any of the land的,理由是农民要保持土地的modernization才能viable,但又缺钱。要达到这一点,就需要preservation了,从而支持了the strategy of the goal。我开始也选e,是没看清作者是支持哪个

真的吗?

我也认为是B。这个Argument根本就没在支持第一句话的"goal",最后那句话的意思是作者认为更加理智的做法是帮助农民提高技术,从而增加他们卖地给房产商的机会成本。这对那个goal来说本身是退而求其次的办法,goal要完全保留,房产商夺取的话是完全wipe out,折衷下来还不如让农民继续耕作。

我是这样理解的:

环境保护组织想RESERVE土地,但是没有说服力,因为1.农民可以把地卖给出价更高的开发商 2. 农民从来不会卖地

第二点又推出如果农民让这些地UNMODERNIZED,那么他们就无法生活。可是大部分农民又没钱MODERNIZED。所以环境保护组织的STRATEGY是帮助农民MODERNIZED。

由此推出,这个结论是支持环境保护组织的

D 第一句话说的是环境保护组织的政策是个GOAL,但是被评价的GOAL(正确)

  第二句话提供了依据支持一个特殊的政策,这个政策指的就是环境保护组织提出的策略。(正确)

The first present a goal the environmentalist want to achieve, and its two strategies are evaluated; One strategy is outbid the developer, which is unlikely; The other one is to help the farmer modernize their farmland. A conclusion is reached for choosing the second plan to achieve the goal. The second is a judgment on farmers’ reaction, judgment provide a basis for the advocacy of the second strategy. Without such basis, even if they are able to help the farmers modernize the farmland, the farmers will still sell the land to the residential developer and the environmentalist can not achieve their goal.

The passage says that not the goal, the plan, is ill convinced. The second is not an evidence rejecting the main goal, but form a basis for advocating the second strategy in achieve that goal

The passage did not endorses the goal but the second strategy. The second is not a situation the argument contends, but rather the basis in formation of the second argument.

D 不是这么理解的 应该是,第一部分present a goal------这个目标是preserve the land,注意仅仅是present the goal 而不是 evaluate the goal,事实上,评价的是那个strategies

第二部分中the argument’s advocacy of a particular strategy---指的是作者支持 a more sensible preservation strategy would be to assist the farmers to modernize their farms这样的一个解决之道,那么the second is a judgment providing a basis中的basis就是说怎么去支持采取资助农民现代化农场的策略罗 自然就是首先保证耕地不被变卖

B错了  文章最后的意思是还是要preserve the land from residential development。  只不过要想其他的strategy。 文章并没有说goal can not be attained。

此题选择D。
重点是要对题目的逻辑条理分析清楚。
EO的goal是preserve the land from residential development,为此计划从农民手中买下,这个计划是不可行的,因为如果农民肯卖地,一定是被出高价的开发商买下。但是并不是说这个goal就会落空,因为如果农民的土地可以modernized,农民就不会卖地的。所以作者提出了更sensible的strategy.

我开始也觉得是B 但反复推敲后发现还是D
原文的意思是 目标是保留土地不让建筑开发商征用。方案是环境保护者把地买走,但作者认为这个计划(环境保护者把地买走这个方案)不太现实,首先,农民如果卖地,开发商会出高价买走,这样保护者买不到地。其次,如果农民耕种有利润他们就不会卖掉土地。但目前他们经济条件并不能实现现代化耕种。因此一个更有效的方案是帮助农民实现耕种现代化,这样他们就不卖地,开发商就不会征用这片地作为居住用。目标也就实现了。

说第一部分黑体字是 这个目标无法达到,是错误的,因为文章最后提出了另一个更合理有效的方案,就是扶持农民耕种。这样就不卖地(给建筑开发商们了)也就实现了目标,所以是可以达成的。
说第二部分给出了这个结论(目标无法达成)的一个原因。错误,因为第二段黑体字说农民耕种有利润就不会卖地,这正好支持了目标达成,而不是不能达成。而D选项里说,第二部分是作者提出另一个方案的理论基础 是正确的
