我理解了半天，感觉应该是因为the amount of phosphates 是reduce了，表明并没有被eliminated,说明现在仍然在dump,所以用are.

are allowed说明是一个一般状况，从过去到现在的状况

题目的主体是在讲1972的agreement,描述当时的一个情况，所以reduce要用过去时。而从句部分是说明市政当局被允许倾倒的化学物质的量。这种允许是从过去到现在的，一直被允许的行为。从句的重点在行为，不在量。所以用一般时

that在这里指代化学物质，不是amount.补全后面的从句：municipalities are allowed to dump phosphates 。而不能是：municipalities are allowed to dump the amount of phosphates。

下面是朗曼上的有关dump的用法
