标题: 求问杨鹏长难句里一个句子的结构，以及分号的作用
句子：The nonstarters were considered the ones who wanted stability, a strong referee to give them some position in the race, a regulative hand to calm manic speculation; an authority that can call things to a halt, begin things again from compensatorily staggered “startinglines.”

问题：
1. 第一处highlight ：为什么这里要用分号呢？难道不是the nonstarters想要an authority，表并列吗？
2. 第二处highlight：为什么begin things...我理解这个动作的主语是an authority，为什么这里直接逗号+动词了，难道是把and也省略了？

明白RC读懂意思为主，但是每次读到这个句子实在让我太难受了，问问各位大神，感谢～
