请问专家拒绝的把H机场变成full-service airport的提案有没有被评估过呀？我总觉得前面只是介绍了H机场的基本状况，这个应该不算是评估吧？那是不是就可以用方案的有效性来削弱了？

但是用因果的逻辑好像也说得过去,,,感觉把自己绕进去了，求解答啦~

这个题只是说另一个机场可以接受百分之20的人，但这也只是数量上，要确保用原来机场的人确实可以用新机场来代替，不然方案就不可行了。
