为了简洁，我已经直接把答案复制到了句子里。
1. Executives and federal officials say that the use of crack and cocaine is growing rapidly among workers, significantly compounding the effects of drug and alcohol abuse, which already cost business more than $100 billion a year
赵丽老师说这里which 指代effects, 但effects不是就近的名词

2.School integration plans that involve busing between suburban and central-city areas have contributed, according to a recent study, to significant increases in housing integration, which, in turn, reduces any future need for busing.
这里的which,赵丽老师说，却指代就近名词integration

求大神告诉我到底是怎么回事。谢谢

首先，which 可以跳跃指代，而且在GMAT高分题库里有不少这种类型的题，尤其是在 which前有长串的介词短语的时候（可能不止一个介词短语），有时候指代介词短语前的名词，有时指代介词短语内的名词，这种时候主要就靠语义判断。

A of B， which指代的都是A，因为of是一个修饰成分
