请教一道SC题目的解释

正确答案是B选项，ADE选项都可排除，但是对C选项有些疑惑。
what 和 that which其实都可以，之所以选择what是因为concise，但是就concise而言B选项的a special price increase that the government sanctioned和C选项a special governmentally sanctioned price incease似乎C选项更加简洁并且忠实原文。
此处为何要选择B，还有其他解释吗，求大神解答。

你说的理由已经足够选B而弃C了
Besides, [that which] 本身就是OG判累赘的用法
OG的解释里出现过

麻烦把题目来源写在标题啊

如果一定要说的话，
governmentally sanctioned 副词表达和主谓表达还是有区别的吧
副词就没有体现sanction的发出者是gov
不过感觉最主要的问题还是that which。。。

原出处我也不清楚，我其实是看到新东方赵丽的讲义里面一道题（链接http://wenku.baidu.com/view/a21a2e2d2af90242a895e510.html 的P32），她解释也不是很清楚。

OG里面确实出过，但是此处有其他ineffctive表达，所以很困惑。

也许是这种解释噢，但是对于一个英语非母语的人来说，觉得这俩理解起来还真差不多呢。。
