求助prep08-181的一个语法点

prep08语法笔记第181题说：twice as much water 是correct，而twice the water 是incorrect的，但是曼哈顿260页上说可以use times without as or than to indicate direct multiplication，e.g Six times the cost ten years ago, twice the previous attendance.
自己隐约觉得是不是这个water表示量的意思不是那么明显,改成twice the amount of water是正确的？但是又不敢确定，求明确解释！谢谢！

因为water不可数
不可以说twice the water
twice the amount
twice the increase
都可以
