请教各位大神，为什么此题后面的invest不可以和前面的are并列，而是要与stressing并列，是不是出于语意的考虑，还是实意动词不可以和be动词并列？

非常感谢您的回答！但是我还是有点不懂为什么不可以cities are stressing the arts as a means to greater economic development and invest millions of dollars in cultural activities, despite strained municipal budgets and fading federal support. 其中invest与are并列？是从语意上判断的吗？

这里是be+ving 和be+ving的平行
是进行时的平行~
